How we assess an operator.

This page states, in full, how an operator is assessed before being listed on jollyfirst.com, and what would cause it to be removed. The criteria are published so the assessment is checkable, not asserted.

The seal

The Vetted by the Owl seal appears only on operator pages that have cleared the gate criteria below. It is not shown on operators awaiting review, and is removed immediately if a gate criterion is later failed. It carries no score of its own; the number attached to a listing comes from the weighted assessment. It marks one fact: this operator has passed the non-negotiable gate.

Gate criteria

Failing any one of these excludes the operator outright, regardless of score.

1. Active provincial licence: the operator holds a current registration with AGCO (Ontario) or AGLC (Alberta), verifiable against the regulator's public registrant list at the time of listing.

2. No unresolved licence suspension or cancellation: an operator under active suspension is removed immediately, not flagged and retained.

3. No offshore or grey-market parallel operation targeting the same province: an operator found offering unregulated access to Ontario or Alberta players alongside its licensed product is excluded, even if the licensed product itself is compliant.

Weighted assessment

Scored 0–100, applied only to operators that clear the gate above.

Enforcement history (weight 25): frequency and nature of regulator penalties over the trailing 24 months. A single minor infraction with prompt remediation scores differently from repeated or unremediated findings.

Responsible gambling infrastructure (weight 25): RG Check accreditation status (or provincial equivalent), integration with the centralised self-exclusion programme, visible deposit and time-limit tools.

Advertising conduct (weight 20): history of Ad Standards Canada complaints or AGCO/AGLC advertising sanctions; use of inducement, bonus, and call-to-action language relative to current standards.

Payment and withdrawal transparency (weight 15): disclosed withdrawal timelines, published fee structures, absence of undisclosed processing delays reported to the regulator.

Terms clarity (weight 15): bonus terms, wagering requirements, and account limits stated in plain language on the operator's own site, not only in linked terms documents.

Review triggers

An operator's score is re-run, not left static, whenever: AGCO or AGLC issues a new enforcement action naming the operator; the operator's RG Check or self-exclusion integration status changes; or a material ownership or licensing change is disclosed.
