How This Desk Assesses Operators

The introduction of Jolly First's vetting criteria, and why the methodology is published rather than kept as internal editorial judgement.

Most operator comparison content in this industry presents a ranking without stating how it was produced. The ordering is asserted, not derived, and readers have no way to check whether "top-rated" means anything more consistent than the writer's impression on the day the page was drafted.

Gate first, then weighting

This desk publishes its assessment method as a standing, updatable page rather than folding it invisibly into each article. The method starts with three gate criteria: an active provincial licence, no unresolved suspension, and no parallel unregulated operation targeting the same province. Any operator failing one of these is excluded outright, regardless of how it might otherwise score. Operators that clear the gate are then weighted across five categories: enforcement history, responsible gambling infrastructure, advertising conduct, payment and withdrawal transparency, and terms clarity. The weighting itself is published, not held back as proprietary logic.

Reviewed on trigger, not on a calendar

The method is reviewed on trigger, not on a calendar. A new AGCO or AGLC enforcement action naming a listed operator, a change in RG Check or self-exclusion integration status, or a disclosed ownership change each cause a re-run of that operator's assessment. This is a deliberate departure from an annual or quarterly review cycle, which would leave a listing stale in exactly the window where it matters most.

Checkable, not independent

This is not framed as independence, because it is not independent in the sense a third-party auditor would be. Jolly First has a commercial relationship with the operators it lists. What the published methodology offers instead is checkability: a reader, or an operator's own compliance team, can compare the stated criteria against the regulator's public record and confirm whether the assessment holds up. That is a narrower claim than unbiased, and a more honest one.
